Evidence checked October 27, 2026 · targeted refresh

Newest announcement dates first. Newly recorded guidance is distinguished from a proven change. Coverage this run is partial; prior payer records keep their original check dates.

October 27 clarification · Illinois EI

The existing MT-18 rate record now explicitly states that speech therapy receives no October increase. Read the dated evidence. October 26 education is now historical; October 29/30 remain upcoming.

2026-10-20 · BCBSIL reimbursement bulletin: separate documentation and rehabilitation dates

Status: Mixed: RP029 current; RP040 announced future · Verified official source

Effective: See separate policy dates / not established by this reminder · Checked: October 24, 2026

RP029 documentation is effective October 2; RP040 rehabilitation is effective December 31. RP029 asks for start/stop times for time-based services, signed records and timely completion (24–48 hours). Its history describes annual review and added references, not a proven new timing requirement. RP040 remains a related services comparison, not confirmation of SLP replacement-code billing rules.

Comparison: RP040 December 31 date already recorded October 13. October 20 bulletin newly added; RP029 history labels annual review/reference additions.

Official notice · Bulletin policy list; RP029 pp. 1–5; RP040 pp. 1–9

2026-10-15 · BCCHP authorization portal reminder

Status: Current guidance; newly recorded · Verified official source

Effective: See separate policy dates / not established by this reminder · Checked: October 24, 2026

The reminder concerns the application launched in April. Availity can check authorization or notification requirements; submission applies to requests handled by BCBSIL. Do not infer that Carelon-delegated speech requests moved to BCBSIL. Select the correct payer and follow the member/code-specific routing.

Comparison: Newly discovered existing guidance; prior text not available for substantive comparison.

2026-10-08 · Inactive record IDs can lead to network termination

Status: Current guidance; newly recorded · Verified official source

Effective: See separate policy dates / not established by this reminder · Checked: October 24, 2026

BCBSIL may cancel a record ID when no claim with the associated billing/rendering NPI and TIN has a service date within 24 months. Claim submission continues to use NPI/TIN. Review legitimately inactive provider records and seek clarification if needed; never create unnecessary services or claims to retain an ID.

Comparison: Newly discovered existing guidance; prior text not available for substantive comparison.

Unsupported payments may prompt refund requests or offsets, with reconsideration information in the notice. October 26 has passed; October 29/30 webinars remain listed. The source does not state a timezone.

Comparison: Official notice rechecked October 27; dates unchanged. October 26 moved to history.

2026-07-02 publication · Illinois EI rate notice clarified October 27

Final notice; effective October 1, 2026. Notice dated July 1; web publication July 2; checked October 27.

Speech therapy is excluded from the October increases (FAQ p. 10). EI 92507 remains listed at $17.81 onsite / $22.22 offsite per 15 minutes (p. 7). Related services increases do not establish an SLP increase. EI units are not commercial billing authority.

Comparison: MT-18 already linked this schedule on October 13; the overview now states the exclusion explicitly. This is existing guidance clarified, not a new announcement. January code adoption and authorization conversion remain unresolved.

National and Illinois verification gaps

CMS’s regulation index still lists CMS-1848-P as the 2027 PFS proposal. This check did not establish final 2027 SLP payment values. ASHA public SLP and reimbursement indexes were read; their newest displayed entry remains October 9. This is a limited source check, not proof no other news exists.

CMS rule index · ASHA reimbursement news

ISHA’s toolkit URL remained inaccessible October 27; its reported October 23 release is unverified. HFS notice rows were absent; Meridian listing coverage remains partial. UHC October commercial and Medicare Advantage reimbursement PDFs and commercial medical quick-view PDF were read: they do not establish January speech-code adoption, rates or authorization carryover. Core therapy-policy PDFs still need a fresh audit. BCBSIL’s October 26 laboratory/genetic-testing notice was read and excluded from SLP news because no SLP-service impact was established. Aetna Better Health retains the October 24 check date.

UHC October prior authorization reductions

Announced September 1 · effective October 1, 2026 · current. UHC’s Medicare Advantage reduction list includes 92507, 92508 and 92526; its separate D-SNP list includes 92507 and 92508. The header requires checking plan-specific exceptions through the portal. The commercial list did not contain 92507 or 92526 in the retrieved text.

Practice impact: Review the exact member product, service date and code before requesting approval. This change may reduce administration for listed services but does not guarantee benefits/payment or establish approval rules for the new 2027 base/add-on family.

BCBSIL January code implementation

Published September 15 · effective January 1, 2027 · checked October 13. BCBSIL says it will implement CPT/HCPCS additions, deletions and revisions and reject deleted codes for services on or after January 1. Premera speech treatment transition

Published October 1 · January 1, 2027 transition · Washington provider notice. Premera describes ten timed replacement codes and direct-care documentation. It directs providers to avoid counting the same time twice and use combined speech/language coding when appropriate. Rates and authorization carryover are unspecified. The notice’s AMA-release statement is outdated relative to ASHA’s October 9 report; use current ASHA code guidance. This comparison does not establish Illinois plan implementation.

Premera notice

Illinois pediatric stuttering coverage

HFS notice September 23 · effective July 1, 2026 · current. HFS confirms medically necessary habilitative coverage for early-acquired speech-language disorders, including stuttering, for children under 21 in Medicaid FFS and HealthChoice Illinois MCOs. The notice says J-200 will be updated later. Coverage does not itself establish acceptance of a new 2027 code or its rate.

Practice impact: Compare applicable denials with the dated notice and retain the specific product, service and denial reason for review. HFS notice.

BCBSIL pending rehabilitation policy

RP040 posted October 2 · approved September 21 · effective December 31, 2026. The retrieved document concerns physical medicine/rehabilitation billing and did not establish new SLP code adoption. Review applicable requirements; do not apply PT/OT timing rules to the new SLP family without code-specific authority. A pending effective date is not a comment opportunity.

Optum and other plan implementation questions

Optum Physical Health, delegated Medicare therapy and VA CCN remain separate programs. The retained Optum SLP policy 491 has an older review date; it is not proof of 2027 adoption. Targeted public searches did not establish a new 2027 SLP implementation announcement for UHC, Optum, Meridian or Molina in this scan. Major practice impacts and comment periods

Medicare 2027 payment rule

CMS-1848-P displayed July 14 · published July 16 · proposed · comments closed September 14, 2026. CMS’s proposal concerns 2027 Medicare Part B payment and coverage. ASHA’s current transition guidance distinguishes AMA’s new code family from CMS’s proposed valuation; final Medicare values depend on the final rule. Do not treat proposed rates as final contracted or payable amounts.

Practice impact: Keep reimbursement models in scenarios and reconcile final values, code edits and payer rules before January claims. CMS rule record and downloads · ASHA transition guidance.

Head Start standards proposal

Federal proposal August 7 · ASHA analysis October 2 · proposed · comments closed October 6. ASHA identifies potential effects on hearing/developmental screening processes, multilingual AAC and assessment, staffing ratios and disability access. These are concerns about a proposal, not implemented changes. ASHA reports submitting comments.

Practice impact: Monitor final agency action and local implementation. Preserve individualized, culturally and linguistically appropriate communication supports and distinguish language differences from disorders.

ASHA analysis · Federal proposal and comment deadline

Pennsylvania AAC advocacy result

ASHA report October 1 · Pennsylvania comparison. ASHA and PSHA advocacy led Jefferson Health Plans to reverse restrictions requiring a six-month unsuccessful speech therapy trial and lack of benefit from alternative communication before considering a medically necessary SGD. This is a useful advocacy example, not an Illinois coverage change.
